Where does the ratio come from?

Always use the exact ratio supplied by the paint manufacturer on the label or Technical Data Sheet (TDS).

Does 4:1 always mean the same thing?

No. It is only a mathematical ratio. Different products can have different component identities, reducer rules and application requirements.

Can a volume ratio be used as a weight ratio?

No. Only use a weight ratio when the manufacturer explicitly specifies one. Density can convert a volume recipe into an estimated mass, but it does not change the underlying ratio.
